Suggested Programme of Action
Introduce, the Workmen's Compensation Ordinance.
Introduce, concurrently with 1. if possible, the suggested co-operative insurance scheme under Government control to ensure payments under the workmen's Compensation Ordinance and to provide for the rehabilitation of disabled workers.
3. Agree a progressive increase in the staff of the
Department of Labour to permit of adequate attention to current responsibilities and allow for agreed developments.

Set up Relief Work Scheme and provide for its maintenance.
5. Effect improvements in statistical data in regard to
employment, wage rates and hours of work in line with I.L.O. Convention No. 63.

Secure the divorce of the functions of the Registrar of Trade Unions from the Department of Labour and provide for the appointment of a Registrar, deputy Registrar and Assistant Registrars to secure adequate inspection of unions and permit of the auditing of the accounts of the smaller unions by those officers.
